Summary

The UN High Commissioner for Human Rights works to promote and protect the human rights that are guaranteed under international law and stipulated in the Universal Declaration of Human Rights of 1948. In September 2015 the Commissioner presented a report to the UN Human Rights Council on the impact of the world drug problem on human rights and made recommendations for countering its effect on people’s enjoyment of human rights. Decriminalisation of drug possession for personal use was among his recommendations – with regard to protecting the individual’s right to health, an prohibiting discrimination.
